Mention users during issue creation it's not the same as issue update

      Issue Summary

      When you are creating one issue, if you mention users after the @ the first option is to invite a teammate to Jira.
      While in issue update, is the list of users

      Steps to Reproduce

      1. Go to Jira Software
      2. Click Create issues
      3. Try to mention someone in the description by typing @
      4. See the option to invite a teammate instead of the list 

      Expected Results

      When using the @ the list of users should appear.

      Actual Results

      The search on the issue creation uses the entity team as a priority, so it's always suggesting teams over users

      Workaround

      Currently, there is no known workaround for this behavior. A workaround will be added here when available
